This hand held tachometer worked as described right out of the box. It takes a few seconds to synchronize with the item you are measuring, but after that is is fairly constant, depending on how still you hold the device.

This Wihsentech (China) handheld digital laser tachometer may or may not be accurate. Depending on the distance and angle you will get different readings (whether handheld or even attached to a tripod) so there is no way to tell what is correct. If the spinning surface is already shiny or reflective readings will be all over the place. It comes with a case, a 9V battery, 1 reflective strip (should be more included... you cut the strip to size and stick a piece to your spinning surface), and questionable instructions. I can only give this a neutral rating.
