I measured the attenuation from 1 Hz through 60 MHz using a signal generator and oscilloscope. At frequencies below 20 MHz the attenuation is closer to 19.5 dB. It increases to 20 dB at frequencies between 20 and 40 MHz and then decreases to about 19 dB as the frequency increases to 60 MHz. It was good enough for my purposes.

I was looking for a 10x oscilloscope attenuator to use for measuring 15 to 40 Vrms AC devices and power supplies that are best hooked up with a hard-wire setup...not a 10x scope probe. Unfortunately, this attenuator only works as a 10x attenuator at radio frequencies...not down in the DC to audio-frequency range. Its totally dysfunctional at audio frequencies. What I found for my application is the Hantek 20:1 Passive Attenuator. It works great for my audio frequency needs.

Good attenuator. Match to 50 ohms is OK but not amazing (S11 Would buy again, all things considered.

You can certainly buy much more expensive units, but I do not see any difference in the quality for what I do.
