The item is ordinary zinc plated steel. Does not appear to be made from a high carbon tool steel. It comes with both flat washers and washers with spurs to hold cotton or felt buffing wheels. I like the spurs to keep pads from spinning on the shaft. You could put small diameter or light duty grinding wheels on it for sharpening lawn mower blades.It is meant for chucking in a collet or drill for light duty applications. Large, heavy wheels and buffs should be used with bigger diameter arbors made from quality tool steel.

I’ve been looking for a mandrel to use with my new die grinder so I can attach small 3” cut off wheels instead of dragging out my angle grinder every time.I was hopeful these would work and they do! Honestly, I saw one of those “hack” videos that showed how to create a mandrel from bolts washers and nuts, but this was a whole lot easier.The nut stays tight and holds the washers against the wheel meaning they are secure but still able to spin easily to accomplish the cuts. Doesn’t get any better than that -nor does it need to.
