2nd pre drilled hole and one already broke

drilled a hole in 3/8" thick mild steel angle iron with the middle size step bit without issue. used the second from largest chamfer bit and it left a bit of a rough chatter finish on the hole. not sure if it was because i was using a hand drill and not drill press. could have been me. no issues for me.
