So, there were 2 of the 12 packages that were incorrectly put together:-- one had no screws-- one had no underside bracketFortunately I only needed 10 brackets out of the 12 so it worked out ok for me. Also, the shorter underside screws tended to have the screw heads snapping off, leaving no support and the screw shaft blocking any replacement screws in the same hole. However, I made it through the project and it's in place, so it's a good usable product at 80%
