The description says it swivels. It does not, the eye is welded to the base plate on the one I received.I asked for a return. It was granted but I have to pay for shipping. Refund will be issued when the seller receives the item IN CHINA, however shipping will quite likely cost almost as much or even more than the refund. I got scammed.
