If your dog doesn't clear the jump, it will easily separate at the bottom so that your dog doesn't get hung up in the tire. This is a great feature for limiting fearfulness from developing around the tire jump!
The tire jump is able to be used from ground level to 34" high, making it a great size for most dogs.

I have a border collie that loves to do agility. These work, but are a bit flimsy and easily broken. The magnet on the circle doesn't seem to be powerful enough to stay together even with the slightest brush meaning I need to go and fix it every time she jumps through, even if clean. If you just want to have some fun with your dog, it's great. If you want to do any serious agility training, spend more to get better quality.
