There are no instructions included with this, and it's not readily apparent how to put it together or adjust it.Here are the assembly steps I took:1. take the tape off the center of the base.2 screw the bigger diameter pole with the threads on one end into the base.3. put the connector into the end of the smaller pole that's inside the bigger pole.4. put the other smaller pole onto the other end of the connector and tighten the connector with the included allen wrench.5. take the remaining pole, the one with caps on the ends, and put the bracket on one end.6. while holding the bracket on the horizontal pol, put the other end onto the top of the vertical pole, and tighten with the other provided allen wrench.7. attach the bell to the end of the horizontal pole.8. To adjust the height, extend the pole(s) and twist to lock in place.The other negative with this set is that there's not a great way to attach the bell. I looped it over the pole and used a piece of tape, but I don't expect the tape will hold for long.There are very small faint marks on the pole to indicate height, however they are in CM and the provided tape measure is also in CM.As far as the quality of materials and manufacturing, it is made of metal and the base does support the pole and arm. Seems of reasonable quality to me.The pictures in the listing are definitely not to scale.
