The handle has to be pulled to the right to "unlock" which is a good safety precaution; however, there isn't a "stopper" - when I used it, it went past the plate, which could be dangerous. The guide on top fell off but I was able to replace it easily to tighten so it will be a better guide. I like the size of the cutter since I've been used to the old paper cutters from the late 90's that was double the size and had actual blades. This cut into an envelope with paper folded so about 5 pages.
