This is exactly what I was looking for! Webbing and buckle is very strong. I use it around my waist to walk my 11 pound minpin, who likes to run and jump a lot even though he is attached to this belt on his leash. I can now walk hands free. I use a small carabiner to clip his leash to the plastic loop attachment on the belt, it works very well. I like it so much I have 2 of them set at different lengths. Slight markings in the webbing, but doesn't bother me so I kept both of them.

The belt buckle is too big to fit through belt loops in my 511 ems pants. I managed to shove it through all but one and now I think it’s permanently attached to my pants unless I cut it off. Just spend a few more bucks and get a better belt. I wish I did lol
