More than likely these are 5/16" washers that the manufacturer is passing off as M8 because the hole size is very close but because the angle of the countersink is 82 degrees, these are NOT made for M8 flat head screws. M8 screws are 90 degrees. An M8 screw will only contact the very top edge of these washers, defeating the purpose of having a countersink and if you torque these down, there's a chance that the washer will warp and damage what is underneath.
