I am a professor teaching a Digital Design class and these 74LS76 chips were purchased for our hardware labs. For properly functioning J-K Flip-Flops, both Q and Q' should only change on the falling edge of an input clock pulse and should never equal to each other. However, for these chips, the Q' output would change on the rising edge of the clock pulse, while Q toggled on the falling edge of the clock pulse. Thus, during the width of the clock pulse, Q=Q', which should never be the case. For some applications, the issue of Q=Q' during the width of the clock pulse may not affect the operation of the circuit; however, that is not the case for some of the synchronous counters our students build. Thus, this cause a lot of problems for our students before I used an oscilloscope to diagnose the problem with these chips.
