This relay should be normally closed across terminals 3-4, without power, but instead 3-4 is open without power. It closes terminals 3-4 when voltage is added to 1-2.A real Toyota 90987-03001 relay will be closed across 3-4 without power across and open with power.

I had the IC light on because of this, put my old fuse back in and it went away. Only reason why I changed it because the fuse is over 30 years old. I guess don’t fix what’s not broken 🥲.
