This pillow is filled correctly. Like any shrink wrapped pillow, you've got to fluff it out. If you're looking for something to be firm out of the package and for true back support, this isn't the pillow. This is more for throw/decorative pillows. Lumbar pillows are supposed to be bigger than their covers so when you stuff them into the cover it makes the pillow more firm and fills the case the way you're expecting. The correct cover size for this pillow would be 6x20, which again, is smaller than the pillow measurements. Now, this is not waterproof. It's listed as water resistant. So, it won't quickly absorb water, but it would if left to sit. You'll need a water resistant cover if you plan to use outside, like myself. I've been considering this pillow for weeks before purchasing. Extremely happy; exactly what I was looking for. Will purchase more after I choose other pillow covers.
