The modulator may work if your need is using cable channel frequencies and not Over-The-Air broadcast frequencies. The unit will not tune to US/Canada broadcast frequencies. Additionally, the unit cannot be used if two channels are directly next to each other as it does not have a Virtural Side Band (VSB) filter (see picture) which means if you have a channel 34 and program the modulator 35 then channel 34 is unusable :(
