Wrenches like this are the kind of thing you'll seldom use and only for a specific job.I will not say these are high quality because they are not. If you are planning for bolt snapping torque on a production line, these are not the wrenches you need and certainly not for the price you're going to pay. But for light duty applications where you just need to lock a couple of thin nuts together with moderately decent grip, these will do the trick. Considering the price, the quality is pretty good so they get a 5-star.As for the claim of high carbon steel... that can mean a lot of things. From the feel and sound they make when lightly struck, I'd say they're stamped (very cleanly) from a decent medium steel and then tempered. They are definitely plated with a coat of some variety of bright chrome. It's done well and the wrenches are to spec. I could be wrong about this because I've done no destructive testing to find out what's inside and have no intention to. It's a pretty good cheap tool.
