Although my test may be flawed, I believe that the on and off thresholds change with load. In other words, if you set up the settings at the bench, with say a 1-amp load, these thresholds will change if the actual load is say 2 amps. Of course some of this may be drop in the wiring. My application was delicate --- introducing a low-voltage disconnect to a LiFePo battery with a narrow region of voltage variance.
