I couldn't believe how hard it was to turn the valve. I thought that if this is how they are, then I just can't use them. I was determined to find out why both valves were like this. I unscrewed the nut, then unscrewed the valve. I lubricated the stem and o-ring with plumber's grease. I put it back together and it was still a bit tight. Better, but still tight. I figured it must be the upper o-ring was pinching the shaft. I unscrewed the nut to where the valve moved smoothly and easily. I put pressure into the valve and nothing leaked. I used the lock nut to keep the cap nut in place. It's a pretty easy fix, but it should have been adjusted at the factory. I guess that's a QC issue that needs to be addressed.

Small brass shut off valves for water, gas, oil... For Low pressure use. Appear to be well made, but different from usual shut off valves. Probably good for home owner and DIY use.
