I ordered GM 12560226 bolt from my dealer. It came with the secured captive washer. On the 6.2L engine, the starter must be fitted into place while this panel is loose. Final step would be to secure with small bolt.

Had to replace a cover plate from a corvette torque tube to one that worked with a bolted up 4l60e/4l65e - this plate did the job perfectly.no bolt included - just the plastic piece - reused the one I had from taking the other piece off.
