This arrived correctly packaged in a plastic endmill tube/box. Seems sharp and well ground. The tip comes to a very sharp point, which is a bit different than my other chamfer mills. Either the tip will break off quickly or it will be a handy feature for very small holes.

All four flutes are ground all the way to the point so be careful plunging into anything hard and go extremely slow if engaging the tip in any metalHowever, the point and flutes are plenty sharp and well ground - Looking under 10x magnification the edges are clean with no chips or scratches. You can see the surface finish from the grind as it is not polished but there is essentially no roughness seen at 10x mag.
