The cone end that threads into the brake caliper doesn't seat/seal completely even when threaded all the way down. The shoulder/shaft where the bleed hole is too long. As a result, the bleeder screw cannot seat properly and will not seal. Fluid is free to continue to flow out of the brake even after the bleed screw is tightened down.
