I plugged in 3 of the 4 lights and when you do they light up. The blue knob adjusts the amount of flicker. Over the course of an hour I tested the lights all on different settings (I had the orange knob switched on, and on the various extremes and also tested the middle of its range, and the blue knob also. Sadly, the results were always the same: after 5 minutes, unless the light is nudged, there will be no more flashes of light. It didn't matter how the knobs were set, after 5 minutes they were off and wouldn't flicker again unless the cable or light was physically nudged. Also, regardless of the setting, the frequency of flicker decreases over the 5 minute window. So for example it flickers on plug-in, then again 30 seconds later, then again 60 seconds later, then again 120 seconds later, each time getting progressively longer until it decides to not light again. This is regardless of how its knobs are set. Maybe I got a faulty set, or maybe the product is faulty. I've already returned it so I can't show the packaging, but it was mostly red, four boxes taped into a clear zip bag. Packaging advertises different colors of lights and a remote, obviously not for this exact model which is white. The lights inside are just like those shown on this page.

They work but they are very cheap quality. The LCD board is completely exposed, no plastic or glass in front. The case itself is plastic. Exact same as other listing on here but cheaper.

The strobe lights only work if you hold the knob while your feet touch the ground. It needs the human body as a ground or to complete the circuit. Or maybe it needs our static electricity. It's really bizarre. I couldn't feel an electric shock or anything. But this thing might be a fire hazard. DEFINITELY DON'T BUY.
