The part itself feels pretty cheap ajd too light to be stainless. The mounting hardware is indeed stainless.Overall it is functional but maybe not for very long depending on what you are tying down.

Decent stainless hold downs are better than plastic. Buckles hold fine under rough conditions. These are holding down batteries in a boat.
