My fuel pump was intermittent. I had to peel back the metal using sheet metal sheers. The plastic ring would not remove (even with special tool ). This made room to get modulator out. Use the screw retaining clips from the old unit. Also , the modulator does not plug into anything under the sheet metal as I thought.
